Yeah a way to ban people from your claim would be really nice. Good suggestion.

That'd probably cause a ton of lag, and an xp spawner would make xp grinders useless. I think it'd be better to stick to mobs.

I think rather than cluttering up the spawn, an overhaul to the tutorial you get when you first start could be done. There are a couple useful commands that could be added in.
