Hello! Please refer to the town requirements here, specifically the part about "town hall must include a board with general town info".
I can see you have a lectern with town info but I'm unable to read it. It should be publicly accessible. You can make a subdivision around it and give public /accesstrust - this should let them read it but not take the book.
You can also put up signs that repeat the same information (rules and application process) inside the town warp. This would function as a board.
