Right, so;
I was trying to make water breathing potions using pufferfish. At one point I shift + clicked with my pufferfish in my hand, and it spawned an ocelot.
mcMMO's Taming skill can be used to spawn temporary wolves, cats and horses. However the spawn-cat functionality isn't supposed to work with pufferfish, only regular fish.
Not only that, it turned the remaining pufferfish into regular fish as well. There goes my hard-earned pufferfish.
Could I get my 32 pufferfish refunded? Thanks!

I've lost 1.5 stacks pufferfish total now.

Will leave this bug report here, it's still weird pufferfish gets converted to regular fish and such.
