Don't know him too well but he seems like a very chill and nice guy!

Once you reach civilian rank, through /ranks, you are able to mine and collect spawners using a silk touch pickaxe.

Players don't ever get access to world edit. Schematic-like mods are allowed on the server (provided they dont build it for you or anything) so what likely happened was someone took a schematic, loaded it up on the server, then built it by hand!
